Chambersburg Town Council to Convene for Regular Public Meeting

Chambersburg, PA – The Mayor and Town Council of Chambersburg Borough are scheduled to convene for a regular public meeting on Monday, September 28, 2026, at 7:00 PM. The meeting will take place in the Borough Hall Council Chambers, located at 100 South Second Street, Chambersburg, PA 17201. Residents can also participate remotely via the Zoom meeting platform.

The agenda for the evening includes several key items, with a significant portion dedicated to routine matters and contract awards. Among the early agenda items, council members will hear from visitors during the public comment period. Following this, the meeting will feature a recognition segment, notably including the presentation of the Mike Waters Citizen of the Year Award. This award, established in 2000, honors a citizen or organization that embodies the spirit of volunteerism and dedication to Chambersburg Borough, in memory of Donald “Mike” Waters. The meeting will also include a moment to acknowledge the service of Borough employees.

A substantial portion of the meeting will focus on the Consent Agenda, which covers a range of approvals. This includes the award of a contract for the Access Control System for the Public Works Campus Project to ATA Alarm and Communication Systems, Inc. of Chambersburg for a sum of $190,710. This system is a crucial component for securing the Public Works Campus and is within the allocated project budget. Additionally, council will consider the annual snow removal contract for public parking lots, from October 30, 2026, to May 1, 2027, with Pro Crane Rentals and Rigging being the lowest bidder. The approval of the 2027 Town Council meeting schedule, routine approval of past meeting minutes, and authorization for the Borough Electric Utility to engage Transource Energy for investigating technical issues related to their project and the Borough’s electric system are also on the agenda.

Further items under the Consent Agenda include the approval of the 2027 Pension Budget and the resolution to distribute the 2026 Act 205 State Aid to the Pension Plans. Council will also vote on accepting a settlement offer from Progressive Insurance amounting to $5,000 for damages to a decorative street light pole, which had incurred $8,826.56 in repair costs. An appointment to the Pennsylvania State Board of Accountancy for the Acting Director of Finance/Treasurer is also slated for discussion, a role that offers de minimis compensation and requires bimonthly travel.

The meeting will also address the potential appointment of the Borough Manager to the Board of Directors for the American Public Power Association (APPA) as the Pennsylvania delegate. This nomination, if elected, would involve representing over 1,400 public power utilities nationwide and would require additional travel for national events. The agenda also includes scheduling the 2027 Independence Day Celebration and associated fireworks, with a contract for Schaefer Fireworks in the amount of $20,000, and a deposit of $10,000 upon execution. A professional services agreement with ASC Group, Inc. of Harrisburg is proposed for a resurvey of the Chambersburg Historic District, a requirement for a Hazard Mitigation Grant from the Commonwealth of Pennsylvania to purchase and demolish a property at 195 West Queen Street.

Additional routine approvals within the consent agenda include authorization for the President and Vice President of Town Council to sign a delegation of signing authority form for the Phil Wolgemuth, Deputy Borough Manager, to submit financial invoices for the HOME Program Grant Contract for the South Main Commons Project. Council will also consider accepting a $50.00 donation to the Sister City Fund from the Falling Spring Chapter of AARP and granting a 30-day extension for council action on a Final Land Development Plan for the Chambersburg Area School District to construct a new middle school. The release of Public Works Maintenance Bonds for several projects, including those for the Children’s Aid Society of Franklin County, Corpus Christi Roman Catholic Church, AES Compassionate Care, LLC, and Quinn Station at Nicholson Square Village, will also be reviewed.

The meeting’s Regular Agenda features budget presentations for Downtown Chambersburg, Economic Development, and the Shade Tree Commission. A proposed ordinance to amend the Code of the Borough of Chambersburg, specifically Chapter 286 concerning Vehicles and Traffic, to prohibit parking at all times in certain newly designated locations, will also be presented for authorization.
