Martinsburg Accelerates Flood Recovery with Waived Fees and Expedited Permits

The City of Martinsburg is implementing measures to assist residents and businesses affected by the recent flooding on August 27, 2026, by providing streamlined debris collection and waiving all permit and inspection fees related to flood-related repairs for a 30-day period. This initiative aims to expedite the recovery process by removing financial and bureaucratic hurdles for those rebuilding their properties.

The Sanitation Department is currently conducting rounds throughout affected areas to collect flood-damaged items and debris. Residents are advised to place these items at the curb for collection. The city is also collecting tree limbs, brush, and other vegetative debris caused by the storm, with a request for these items to be placed separately from other flood-damaged materials to facilitate efficient disposal. For those whose areas have not yet been serviced or who require a special pickup, the city is maintaining a list and will schedule complimentary collections. In addition to debris removal, the City of Martinsburg has established a special expedited review process for flood-related permits. Designated city staff are available to assist property owners, answer questions, and expedite the processing of applications. This special recovery process allows for emergency work necessary to protect life, safety, health, or property from further damage to proceed immediately without waiting for permit review, provided that property owners coordinate promptly with the City. This includes immediate actions such as securing unsafe structures, emergency demolition, temporary stabilization, drying out flood-affected areas, removing water-damaged materials, implementing mold prevention measures, and restoring essential utilities. Furthermore, recovery work can continue while flood-related permit applications are under review, with the city prioritizing same-day review and processing for complete applications. If additional information is required, city staff will work directly with applicants to resolve issues swiftly. Required inspections will also be prioritized and scheduled on an expedited basis. Permit applications can be submitted online through the city’s permitting portal or in person at City Hall.

While the city is waiving permit and inspection fees, all repair and reconstruction work must still adhere to applicable West Virginia Building Code requirements and undergo necessary inspections. The waiver of fees does not exempt property owners from these safety standards, which are crucial for ensuring that electrical, plumbing, mechanical, and structural work meets safety regulations. Properties located in regulated floodplain areas may also be subject to additional federal, state, and local floodplain regulations.

Residents and business owners are strongly encouraged to begin drying out flood-affected properties and removing water-damaged materials as soon as it is safe to do so. Prompt action is critical in preventing the growth of mold, minimizing further damage, and reducing overall repair costs. The city acknowledges that immediate demolition, temporary stabilization, and other remedial measures are often necessary after a flooding event to protect public health and safety and should not be delayed pending permit applications. Property owners are advised to document flood damage with photographs before commencing cleanup and repairs and to retain all receipts, estimates, and contractor records for potential insurance or disaster assistance claims.
