After Suspect Flees, ICE Operation in Frederick Triggers Community Concern and Local Official Response

Earlier this year, Frederick County Sheriff Chuck Jenkins warned that ending 287(g) partnerships would result in “ICE making criminal apprehensions on the street without the program.” This week, that prediction came true in Frederick.

According to federal statements from Immigration and Customs Enforcement, an ongoing law enforcement operation in Frederick, Maryland, has expanded into a multi-day search after a suspect fled from federal agents during an attempted arrest on September 3. Federal officers initially initiated a targeted vehicle stop to apprehend an individual wanted on criminal immigration charges, but the suspect escaped from the scene, prompting federal personnel to maintain an active search throughout surrounding residential streets. The persistent law enforcement activity has drawn intense scrutiny from municipal, county, and federal elected officials, while generating widespread disruption and concern among local residents as federal agents continue their investigation in the area.

ICE officers conducted a targeted enforcement operation to arrest a criminal illegal alien in Frederick, Maryland, on Sept. 3. During the lawful vehicle stop, the alien fled from the scene and a federal investigation is ongoing to effect his arrest.

According to Hagerstown Rapid Response, the primary concentration of federal law enforcement activity has centered on the Taskers Chance community, specifically near the intersection of Schaffer Drive and Stoneybrook Court. Local residents and community organizers reported observing between two and eight federal vehicles parked throughout the neighborhood for more than thirty consecutive hours, extending through overnight hours. The sustained law enforcement presence has created significant fear among neighborhood families, causing many residents to remain inside their homes and preventing some from traveling to work. In response to the operation, community members, local advocacy groups, and elected officials gathered near the site to support affected neighbors, which according to Hagerstown Rapid response resulted in local police receiving noise complaints regarding the outdoor gathering.

In response to the growing community impact, City of Frederick municipal leadership clarified the operational boundaries between local government and federal immigration authorities. Local officials emphasized that immigration enforcement is strictly a federal responsibility, confirming that city government does not direct, manage, or oversee federal operations. Municipal leaders expressed firm objections to enforcement tactics that intimidate residents or disrupt residential neighborhoods, noting that such methods damage public trust and undermine community security. Under the city’s City Values Act, municipal employees and local police officers are explicitly prohibited from asking residents about their immigration status, citizenship, place of birth, or nationality unless legally required to do so, ensuring that local public services remain accessible to all individuals. City law enforcement officers remain dedicated to constitutional policing, and residents requiring emergency assistance are urged to contact local police or call 911 directly.

Frederick County administrative leadership and regional congressional representatives have similarly voiced concern regarding the impact of the operation on neighborhood safety and well-being. County officials reassured the community that local public resources will not be utilized to intimidate or harass residents under the pretense of public safety, emphasizing that county services will continue to be delivered fairly, lawfully, and respectfully.

Congressional representatives monitoring the sustained federal presence stressed that families should not feel confined or unsafe in their own homes and confirmed that inquiries are underway to obtain a complete accounting of federal actions on the ground. Officials also reminded residents that members of the public maintain a First Amendment right to observe and record law enforcement activity from a safe and lawful distance, provided they do not interfere with active officers or disregard safety directions.
