Maryland Stadium Authority Taps Former DC Executive Lindsey V. Parker as New Executive Director

The Maryland Stadium Authority (MSA) has appointed Lindsey V. Parker as its new Executive Director, a decision unanimously approved by the Board of Directors and set to take effect in September 2026. This appointment comes as the MSA marks its 40th year and aims to bolster Maryland’s standing as a premier sports and entertainment hub. Parker’s extensive background in public administration and organizational transformation is expected to drive innovation and economic growth for the state.

Parker’s professional journey includes over 15 years of senior executive experience, notably within the District of Columbia government. In her role as Chief of Staff to DC Mayor Muriel Bowser, she was instrumental in overseeing the execution of operations for a large-scale government organization with a $21 billion budget and 34,000 employees. Prior to that, she held the combined position of Chief Technology Officer and Assistant City Administrator. In this capacity, she led a technology division of 600 individuals while simultaneously managing critical city operations, including human resources, procurement, real estate, and the oversight of more than 800 government facilities. More recently, Parker spearheaded the redevelopment strategy for the 180-acre RFK Stadium campus in Washington D.C., successfully aligning various stakeholders, including government agencies, private sector partners, and community groups, around a vision for a new stadium and a mixed-use district. She holds a bachelor’s degree from Yale University.

Parker’s arrival at the MSA coincides with a pivotal period for the organization and the state’s sports and entertainment sector. The MSA, established in 1986 by the Maryland General Assembly, was initially tasked with building and maintaining facilities for professional baseball and football. However, its mission has broadened significantly to encompass school construction, convention centers, racing development, economic revitalization, and sports tourism. To date, the Authority has overseen the completion of over $7 billion in projects throughout Maryland. Currently, the MSA manages approximately $2 billion in assets and has $762 million in active construction funding dedicated to various projects across the state. This new leadership is poised to build on this foundation, particularly as Maryland advances major redevelopment projects such as the $400 million Pimlico Racecourse reconstruction, which aims to transform the Park Heights neighborhood and secure the Preakness Stakes for the future. Additionally, the area surrounding Camden Yards, home to one of the nation’s most acclaimed sports venues, presents substantial development opportunities.

The Maryland Stadium Authority’s work extends beyond sports venues, playing a significant role in the state’s broader economic development. Its initiatives have led to the construction of schools and facilities in communities statewide, contributing to job creation and improved infrastructure. As the MSA enters its fifth decade, Parker’s leadership is anticipated to further this mission, fostering opportunities for students, workers, businesses, and communities across Maryland. Governor Wes Moore has expressed his support for Parker’s appointment, emphasizing the importance of the MSA’s impact on communities and the shared goal of building a leading state with inclusive growth.
