Maryland Man Pleads Guilty to Kidnapping and Multiple Murders in Multi-State Crime Spree

A man from Westminster, Maryland, has pleaded guilty to his involvement in a series of violent crimes that spanned across state lines, including kidnapping, murder, and witness tampering resulting in death. The plea comes after an extensive investigation involving collaboration between federal and state law enforcement agencies. The case, prosecuted by the U.S. Attorney’s Office for the Northern District of West Virginia, has seen all co-defendants accept responsibility for their roles in the criminal enterprise.

According to information from the U.S. Attorney’s Office, Monroe Merrell, 29, admitted to his participation in the kidnapping and murder of an individual, identified as J.R., in an apartment in Westminster, Maryland, in March 2020. Merrell and accomplices allegedly subjected J.R. to severe beatings and stabbing. Subsequently, they transported the victim across state lines into West Virginia. During this transport, Merrell reportedly inflicted further stab wounds, leading to J.R.’s death. The group then attempted to conceal the crime by dousing the body with gasoline and setting it on fire in a secluded area of Rippon, Jefferson County, West Virginia. A passerby’s report of a burning body in the woods initiated the multi-jurisdictional investigation.

The criminal activities continued in April 2020, when Merrell, concerned about potential witnesses, D.T. and H.G., who had observed the initial kidnapping and assault of J.R., took further action. Merrell and others reportedly brought D.T., an 18-year-old from Taneytown, Maryland, and H.G., a 33-year-old from Westminster, Maryland, to the Falling Waters area of Berkeley County, West Virginia. There, they allegedly drugged and incapacitated the pair before killing them. The bodies of D.T. and H.G. were also burned and their remains disposed of in the Potomac River. Merrell’s guilty plea encompasses a fourth victim, E.D., who was targeted in a solicitation of murder plot as Merrell sought to further conceal his earlier crimes. Merrell faces a potential life sentence for each of the counts to which he has pleaded guilty, following a denied motion to re-seek the death penalty.

Merrell’s plea makes him the final defendant in this case to acknowledge his role in the kidnapping and murders. Prior to his admission, three other Maryland residents—David Sanford, Jr., John Black, III, and Jeffrey Smith, Jr.—had previously pleaded guilty for their involvement. Additionally, April Braner, 43, of Falling Waters, West Virginia, and Norman Bradford, 55, of Martinsburg, West Virginia, entered guilty pleas for their complicity in the offenses. All remaining defendants are scheduled for sentencing on January 25, 2027. The prosecution was handled by Assistant U.S. Attorneys Kimberley D. Crockett and Kyle R. Kane, with investigative efforts led by the Federal Bureau of Investigation, the Jefferson County Sheriff’s Office, Maryland State Police, the Carroll County State’s Attorney’s Office, and the Berkeley and Jefferson County Prosecuting Attorneys’ Offices. U.S. Magistrate Judge Robert W. Trumble presided over the proceedings.
