Martinsburg Allocates Opioid Settlement Funds to Secure Shelter Operations Through Year-End

Martinsburg, WV – The City of Martinsburg has approved emergency funding from its opioid settlement allocation to ensure the continued operation of Bethany House, a critical shelter for women and children experiencing homelessness, through December 31, 2026. This immediate financial support aims to prevent a lapse in essential services while community partners work to secure long-term funding solutions for the organization.

Bethany House, operated by Community Networks, Inc., has served the Eastern Panhandle region since 1986. The facility provides a safe haven for up to 32 women and children concurrently, offering round-the-clock shelter, comprehensive case management, meals, laundry facilities, and life-skills training. These services are designed to assist residents in achieving stability and independence. The City’s allocation of emergency funds from its opioid settlement is intended to provide temporary operational stability, thereby preventing an interruption of these vital support systems.

Historically, Bethany House received consistent funding through a state-administered homelessness assistance program. However, recent administrative changes shifted the oversight of these funds to the West Virginia Coalition to End Homelessness, which now manages a competitive statewide grant process for homelessness service providers. This transition resulted in significant funding reductions for Bethany House, creating operational challenges that necessitated the emergency city funding. The City Council’s approval of this funding underscores the importance of Bethany House’s role in the community.

The City views this emergency funding as a temporary measure to sustain operations through the remainder of the year. During this period, stakeholders will engage in discussions to identify and implement sustainable, long-term funding strategies for Bethany House.
