A Baltimore man has been sentenced to 100 months in federal prison for his involvement in a firearms trafficking conspiracy that spanned multiple states. Rodney Allen Farrar, 36, will also serve three years of supervised release following his prison term. The sentence was handed down by U.S. District Judge Julie R. Rubin.

According to information presented in court, federal agents initiated an investigation in December 2023, focusing on Farrar’s associate, Brian Keith Adams, also of Baltimore. Investigators suspected Adams of trafficking firearms into the Baltimore area from North and South Carolina. Through surveillance and transactions with undercover agents, law enforcement determined that Farrar actively participated in and facilitated this firearms trafficking operation. Farrar does not possess a federal firearms license and is legally prohibited from owning firearms.
Over a period from February to June 2024, Farrar and Adams are alleged to have sold more than 100 firearms to an undercover agent. During these exchanges, the undercover agent informed Farrar and Adams that the firearms were intended for illegal transport to New Jersey. There, they were to be sold to individuals who could not lawfully purchase firearms. Farrar acknowledged his awareness that the firearms were being trafficked and illegally sold to individuals prohibited from possessing them. Furthermore, he admitted that at least three of the firearms involved in the conspiracy were stolen.
Adams, Farrar’s co-conspirator, previously received a sentence of nine years in federal prison, followed by five years of supervised release. His conviction was for his role in the firearms trafficking conspiracy and for distributing methamphetamine.
This case is part of Project Safe Neighborhoods (PSN), a federal initiative aimed at reducing violent crime and gun violence. PSN brings together law enforcement agencies at all levels and the communities they serve to enhance neighborhood safety. The program’s strategy, strengthened in May 2021, emphasizes building trust and legitimacy within communities, supporting organizations that work to prevent violence, focusing enforcement efforts strategically, and measuring outcomes. The Homeland Security Task Force (HSTF), a component of this broader effort, is a government-wide partnership focused on dismantling criminal organizations, including cartels, foreign gangs, and transnational criminal enterprises, as well as combating human smuggling and trafficking. The HSTF employs collaborative interagency efforts to investigate and prosecute crimes committed by these groups, with a particular focus on crimes involving children. The Baltimore branch of the HSTF includes agents and officers from various federal, state, and local agencies, with prosecution led by the U.S. Attorney’s Office for the District of Maryland.
The U.S. Attorney’s Office for the District of Maryland commended the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the U.S. Postal Inspection Service (USPIS), Homeland Security Investigations (HSI), Maryland State Police (MSP), Maryland Department of Public Safety and Correctional Services (DPSCS), Baltimore Police Department (BPD), Prince George’s County Police Department (PGPD), and the Charlotte-Mecklenburg Police Department (CMPD) for their contributions to the investigation.
