Annapolis, MD – A new legislative package, the Utility RELIEF Act, has been introduced by Governor Wes Moore, Senate President Bill Ferguson, and House Speaker Joseline Peña-Melnyk, aiming to significantly lower energy costs for Maryland households. This comprehensive initiative draws upon proposals from the Moore-Miller Administration and priorities set by the Maryland General Assembly, with the stated goal of increasing in-state energy production, enhancing accountability for utility companies, and ultimately providing Maryland families with at least $150 in annual savings on their energy bills. The proposed legislation is a direct response to rising energy costs experienced by residents nationwide.

The Utility RELIEF Act proposes to allocate over $200 million from the Strategic Energy Investment Fund to support several key areas designed to reduce energy expenses and improve the state’s energy infrastructure. A significant portion, $100 million, is earmarked for direct rebates to Maryland ratepayers, intended to offset utility fees and lower overall energy bills. The act also aims to boost local clean energy generation through an annual bidding process for renewable energy sources, funded by $100 million from the same investment fund. This initiative will be managed by the Maryland Energy Administration in conjunction with the Public Service Commission.

Further enhancing the state’s energy capabilities, the legislation mandates that utility companies prioritize the adoption of advanced transmission and grid-enhancing technologies. These modernizations are expected to increase the capacity and efficiency of the existing electric grid, contributing to greater reliability and a reduction in costs for consumers. The Utility RELIEF Act also introduces measures to hold major energy consumers, such as data centers, more accountable for their energy usage and impact on the grid.

In an effort to increase oversight and control costs, the legislation will impose greater scrutiny on federally approved projects with significant actual and projected spending, while also capping the amount utilities can recover for supervisory salaries. A notable change includes the elimination of the current 0.5% Regional Transmission Organization (RTO) participation incentive, which allows utilities to accrue additional profits. Instead, utility companies will be required to participate in Maryland’s RTO, PJM Interconnection. This mandate is projected to save Maryland families an estimated $20 million annually by promoting utility accountability.

The act also introduces specific regulations for data centers, building upon existing legislation by requiring these facilities to fund their own energy infrastructure upgrades. These provisions are designed to ensure that data centers contribute responsibly to the grid’s capacity and do not unduly burden Marylanders’ energy bills. For residents facing financial hardship, the Utility RELIEF Act seeks to streamline existing energy assistance programs, reducing bureaucratic hurdles for working families in need of state support. Additionally, the legislation will help fund the Public Service Commission’s new Limited Income Discounted Rate program, which could provide eligible customers with annual savings of up to $1,400.
