The Chambersburg Town Council is scheduled to convene for a regular meeting on Monday, January 12, 2026, at 7:00 p.m. The meeting will take place in Council Hall, located on the first floor of the Utility Addition Building at 100 South Second Street, Chambersburg, Pennsylvania, with access through the rear parking lot or the Queen Street entrance. During the meeting, council members will address several key items related to public safety and municipal operations. Among the agenda items is the authorization to request a certified list for an additional corporal within the Chambersburg Police Department, aligning with the provisions of the 2026 budget. Furthermore, the council will consider authorizing borough staff to advertise and establish a new eligibility list for entry-level police officer positions. The resignation of Captain Timothy Ebersole, effective January 26, 2026, will also be accepted, with a request to obtain a certified list for the promotion of a captain from an existing eligibility list. The council will also review a request to examine the sight lines for traffic exiting Horseshoe Court onto Broad Street, which will be referred to the Parking, Traffic, and Street Light Committee.
Several infrastructure and utility-related matters are also on the agenda. The council will vote on authorizing the execution of Change Order No. 5 for the Storm Sewer Cleaning and CCTV Project with Utility Services Group. This change order will increase the contract amount by $11,184.21, bringing the total to $190,792.61, and will extend the project’s completion date to December 31, 2026, to accommodate additional necessary work. In addition, council members will consider a supplemental appropriation of $290,800 for the Electric Utility’s debt service payment, stemming from an obligation related to a 2019 bond issue.
The meeting will also involve the approval of agreements for new software and grant applications. The council is expected to authorize the execution of an agreement with Fleetio for public works motor equipment department software, which entails an annual cost of $14,256 and a one-time onboarding and training fee of $9,315. Additionally, authorization will be sought to execute grant agreements for the Chambersburg Rail Trail Extension Feasibility Study, funded by the Greenways, Trails, and Recreation Program. The council will also consider executing a Statewide Local Share Account Grant from the Commonwealth Financing Authority for the purchase of advanced lifesaving technology. A letter of financial support for the borough’s application for federal funding to upgrade the wastewater treatment plant will also be brought before the council for authorization.
Other routine matters on the agenda include the acceptance of resignations from the Parking, Traffic, and Street Light Committee and the Civil Service Commission. The resignation of David Walter from the Parking, Traffic, and Street Light Committee will be accepted. The resignation of Allen B. Coffman from the Civil Service Commission will also be accepted, with a proposal to appoint Jack Jones to this position. The council is also expected to acknowledge the receipt of a Workers Compensation Court determination.
In an effort to enhance accessibility and reduce costs, the council will consider changing the format of the Borough of Chambersburg Annual Report. The proposal is to transition from a printed report mailed to utility customers to an electronic document posted online. Reports from the Public Works Director and the Storm Sewer Utility regarding the background, timeline, and goals of the Public Works Campus Project and the Borough’s Storm Sewer Improvement Projects, respectively, are also scheduled.
