Taiyonne Delonta Goggins, who was 28 years old at the time of the press release in November 2025, is Black, approximately 5 feet 8 inches tall, and weighs around 150 pounds. He has black hair and brown eyes. A distinctive tattoo, the words “Tay Tay,” is visible on his neck. Authorities have indicated that Goggins has connections to both south Baltimore and southern Maryland. He is considered armed and dangerous, a designation that underscores the caution recommended for anyone who might encounter him or have knowledge of his whereabouts.
The alleged crime took place on October 9, 2020. Goggins is suspected of fatally shooting Yisa Jeffcoat. Law enforcement officials believe this act was a direct response to the homicide of Goggins’ brother. The complexity of the case is further underscored by the fact that another of Goggins’ brothers has been arrested in connection with the same incident. This familial connection adds layers to the investigation, suggesting a deeply rooted and tragic sequence of events.
The U.S. Marshals Service plays a crucial role in these types of investigations through its dedicated task forces. These units amalgamate the resources and expertise of federal, state, and local law enforcement agencies. Their primary objective is to apprehend the nation’s most dangerous fugitives, thereby contributing to the reduction of violent crime. Task forces serve as central hubs for information sharing among different law enforcement entities, enabling a more coordinated and effective approach to fugitive apprehension. Officers assigned to these task forces are typically state and local police officers who are granted special deputations, allowing them to exercise U.S. Marshals authorities, including the ability to operate across jurisdictional boundaries.
