A Russian national residing in South Florida has been sentenced to 46 months in federal prison for his role in operating an extensive prostitution enterprise. According to the U.S. Attorney’s Office for the Middle District of Pennsylvania, Anton Panin, 43, pleaded guilty to conspiracy charges related to transporting and enticing individuals into prostitution. The operation, known as XO Companions, is alleged to have been active from 2016 until Panin’s arrest in 2023.

The prosecution established that Panin and his associates recruited women from Russia and other Eastern European countries to travel to the United States with the intent of engaging in prostitution for XO Companions. These individuals reportedly traveled across the country, servicing clients in various major cities. Panin was found to have directed the workers to send a significant portion of their earnings back to him. Further investigation revealed that Panin managed a password-protected website used by clients to view available schedules, advertised services, book appointments, and leave reviews for the sex workers.
The investigation into Panin’s activities was a collaborative effort involving multiple federal agencies. The U.S. Department of State’s Diplomatic Security Service, Homeland Security Investigations, the Federal Bureau of Investigation, and the Internal Revenue Service’s Criminal Investigation division all played roles in uncovering the enterprise. The case was prosecuted by Assistant U.S. Attorney Carlo D. Marchioli.
This announcement was delayed due to a government shutdown, with the press release being made public following the resumption of normal operations. This case highlights the complexities of international criminal enterprises and the coordinated efforts required by law enforcement to dismantle them. The lengthy prison sentence serves as a deterrent to those involved in human trafficking and exploitation.
