ICE lodges detainer for suspect in fatal NC DUI hit-and-run who previously re-entered US illegally.

According to a press release from the U.S. Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) has lodged an arrest detainer for Werner Orosco-Clemente, also known as “Wilmer Fuentes Mejia.” This action follows a fatal hit-and-run incident in Durham, North Carolina, on September 13, 2025, which resulted in the death of a 61-year-old man. The suspect, identified as a Guatemalan national, is alleged to have been driving under the influence at the time of the collision.

The victim has been identified as Richard Ferguson Jr., a resident of North Carolina. Reports indicate that Mr. Ferguson is survived by 11 siblings. The suspect, Mejia, is currently being held at the Durham County Detention Center. His criminal record includes prior arrests for driving under the influence and assault.

ICE’s detainer requests that Mejia be held for immigration custody upon his release from local law enforcement’s custody. This action aims to ensure that the suspect does not return to the community to potentially pose a further risk to public safety. Mejia is an individual who previously re-entered the United States illegally after being removed from the country.

According to the information provided by DHS, Mejia is a citizen of Guatemala who initially entered the U.S. without authorization in 2015. He was subsequently ordered removed by an immigration judge in December 2019 and was deported by ICE in 2020. Despite this removal, he is alleged to have illegally re-entered the United States at an unspecified time and location.

The DHS statement emphasizes its commitment to safeguarding American communities from criminal individuals. For victims of crimes committed by non-citizens, the Victims of Immigration Crime Engagement (VOICE) Office is available to provide support.
