Per a press release from the House Judiciary Committee, Google has committed to allowing thousands of YouTube creators, whose channels were previously removed for political speech violations related to COVID-19 and election integrity, to return to the platform. This commitment follows an investigation and subpoena from the House Judiciary Committee, led by Chairman Jim Jordan. Google has also acknowledged that senior Biden Administration officials engaged in repeated and sustained outreach, pressuring the company to remove user-generated content that did not violate YouTube’s policies.

The tech giant admitted that such pressure from the Biden Administration was “unacceptable and wrong,” emphasizing that public debate should not be compromised by reliance on specific authorities. Google stated its commitment to never using third-party fact-checkers to moderate content and expressed concerns that Europe’s censorship laws could negatively impact American companies and threaten free speech by necessitating the removal of lawful content. These admissions were made in response to subpoenas issued by the House Judiciary Committee in February and March of 2025.
According to the statement provided to the House Judiciary Committee, Alphabet, the parent company of Google and YouTube, has been cooperative with the Committee’s oversight responsibilities, producing numerous documents and providing testimony from executives. Alphabet’s mission is to organize information and make it accessible, and the company asserts its commitment to impartiality in its products and services, stating that bias towards any viewpoint is contrary to its values and business interests. The company’s business model relies on being a useful information source for everyone, creating a vested interest in consistent and independent policy application.
The statement highlighted that YouTube aims to give everyone a voice and showcase the world, with over two billion monthly users and more than 500 hours of content uploaded every minute. The platform supports a diverse community of creators globally, fostering self-expression across various topics and serving as an engine for economic opportunity. In 2024, YouTube’s creative ecosystem was credited with supporting over 490,000 full-time American jobs and contributing $35 billion to the U.S. economy.
YouTube maintains that its Community Guidelines and Terms of Service are applied equally to all users and content, regardless of viewpoint. The company stated that it has evolved its COVID-19 content policies, with no guidelines prohibiting discussions on the virus’s origins. As of 2025, YouTube ended several COVID-19 content policies and, by December 2024, retired remaining standalone policies, allowing for discussions on various treatments. While acknowledging that reliance on health authorities was well-intentioned, YouTube recognizes that censoring content at the expense of public debate is not ideal. In June 2025, YouTube also amended a policy to permit discussions about potential widespread fraud, errors, or glitches in past U.S. Presidential elections.
YouTube has stated it does not operate a fact-checking program that compensates third-party partners for content moderation and will not empower fact-checkers to label or act on content. Instead, since June 2024, YouTube has been piloting a feature allowing users to add contextual notes to videos, which is currently available on mobile in the U.S. The platform also features extensive comment sections for user engagement. The company plans to offer an opportunity for all creators whose channels were terminated for repeated violations of COVID-19 and election integrity policies, which are no longer in effect, to rejoin the platform. YouTube expressed its value for constructive voices and their role in civil discourse.
Furthermore, the statement addressed the global regulatory landscape, noting that laws worldwide impact content availability. Alphabet publishes data in its quarterly Transparency Report regarding content removal requests. The company has a history of challenging overly broad government demands for user data and content removals. Concerns were also raised about European laws such as the Digital Services Act and Digital Markets Act, which Alphabet believes could stifle innovation, restrict information access, and potentially require the removal of lawful content, thereby jeopardizing global policies supporting free expression and access to information.
