BALTIMORE, MD – A man from Indiana has been arrested in connection with an online threat made against the United States Naval Academy. According to a press release from the U.S. Attorney’s Office for the District of Maryland, Jackson Fleming, 23, of Chesterton, Indiana, was taken into custody on September 12, 2025. The complaint filed against Fleming charges him with one count of transmitting a threat in interstate communication.

Fleming’s arrest stems from an alleged threat made through a social media application on September 11, 2025, which authorities believe was connected to the Naval Academy in Annapolis, Maryland. He made his initial appearance in federal court in the Northern District of Indiana on September 15, 2025. The U.S. Attorney for the District of Maryland, Kelly O. Hayes, and the Acting U.S. Attorney for the Northern District of Indiana, M. Scott Proctor, announced the arrest in conjunction with federal law enforcement officials.
A complaint is a preliminary charge and not an indication of guilt. If convicted, Fleming could face a maximum of five years in federal prison. The investigation involved the collaborative efforts of the Federal Bureau of Investigation’s Baltimore and Indianapolis Field Offices, the Porter County Sheriff’s Office, the Naval Criminal Investigative Service, and the United States Naval Academy. Assistant U.S. Attorney Francis Sohn is prosecuting the case, with assistance from Assistant U.S. Attorney Robert I. Goldaris.
