The GAO’s review revealed a significant number of AI-related requirements that are either government-wide or have broad implications across federal agencies. As of July 2025, the GAO identified 94 such requirements, stemming from legislative actions like the AI in Government Act of 2020 and the Advancing American AI Act, as well as various executive directives. These requirements dictate a range of actions for federal bodies, including the imperative for agencies to develop and publicly disseminate their AI strategies. The General Services Administration, for instance, is tasked with establishing an AI Center of Excellence, a function designed to impact the entire federal landscape of AI adoption.

In addition to these directives, the executive branch has established ten distinct oversight and advisory groups dedicated to the implementation and monitoring of AI within the federal government. Prominent among these are the National AI Advisory Committee and the National AI Initiative Office, both playing crucial roles in shaping and overseeing the nation’s AI landscape. These groups, along with the comprehensive set of requirements, provide a structured approach to navigating the complexities of artificial intelligence in public service. The GAO’s study was undertaken to provide a clear picture of these federal AI-related requirements and to delineate the responsibilities of the various oversight and advisory bodies involved.
