The press release highlights a marked increase in the pace of FEMA’s operations. Under the current administration, funding for disaster relief is reportedly being disbursed to communities twice as quickly, with a claimed improvement of 126% in speed compared to the Biden administration. Furthermore, the time it takes for FEMA to get funding directly to disaster survivors has been reduced by over 40%, decreasing the average from 17 days to 12 days. A critical aspect of this reform centers on personnel deployment. The administration states that FEMA responders are now reaching disaster zones within a single day, a significant improvement from the previous average of two days, effectively doubling the speed of on-the-ground support.
The effectiveness of these reforms was purportedly demonstrated during a flooding event in Texas on the Fourth of July. The press release notes that this response was described by Texas Governor Greg Abbott as the “fastest and most coordinated federal-state response” in the state’s history. FEMA-equipped teams, such as Texas Task Force 1, were activated promptly, and the Department of Homeland Security surged assets, including the U.S. Coast Guard and Border Patrol Search, Trauma, and Rescue (BORSTAR) personnel. Within days of the disaster, FEMA had deployed over 200 personnel to provide support and shelter. The approval of a Major Disaster Declaration by President Trump was reportedly expedited, occurring hours after the governor’s request, facilitating swift state and federal rescue efforts that aided over 1,500 individuals.
In the aftermath of Hurricane Helene, which impacted North Carolina and other Southeastern communities, the Trump administration has reportedly obligated nearly $3 billion to aid victims and recovery efforts. This includes $350 million in Public Assistance reimbursements for North Carolina and approximately $2.6 billion allocated to the U.S. Army Corps of Engineers for debris removal. An executive order signed by President Trump is credited with accelerating debris removal processes, directing both FEMA and the Army Corps of Engineers to deploy additional resources. Similar efforts to expedite debris removal have been noted in California, where a significant majority of properties have reportedly been cleared.
The press release also mentions rapid, upfront funding being provided in New Mexico following recent flooding, a departure from what are described as slower, traditional models. Overall, the administration states that Secretary Noem has overseen the approval of over $1.7 billion in Individual Assistance and $14.1 billion in Public Assistance nationwide, supporting various aspects of disaster recovery, including housing, home repairs, and infrastructure rebuilding. As part of the reform efforts, FEMA has reportedly conducted an evaluation of its grant programs and recipients to identify and eliminate waste, fraud, and abuse, aiming to ensure accountability to taxpayers. The reform process is described as ongoing, with a FEMA Review Council actively working to address long-standing issues within the agency.
