City of Baltimore officials have released a draft of the Downtown RISE Master Plan, a comprehensive strategy designed to foster a more vibrant, walkable, and welcoming city center. This plan represents the third phase of Mayor Brandon M. Scott’s Downtown RISE initiative, which began in 2023 with the implementation of strategies aimed at enhancing public spaces, attracting investment, and supporting local businesses. The Master Plan is intended to be a dynamic document, subject to regular updates as progress is made and new opportunities for collaboration and funding emerge.

The development of the Downtown RISE Master Plan was a collaborative effort involving the Governor Wes Moore Administration, the Downtown Partnership of Baltimore, and a wide array of local stakeholders. The plan outlines a long-term vision for downtown, building upon existing near- and medium-term initiatives already in progress. City residents are being encouraged to provide their input to help shape the future of downtown Baltimore.
Baltimore residents have several opportunities to engage with the Master Plan and share their ideas. A community engagement session is scheduled for Wednesday, August 20, from 5:00 PM to 7:30 PM, at the Downtown Partnership of Baltimore, located at 20 S. Charles St, 6th Floor. Registration for this event is available via Eventbrite. Further engagement will occur during presentations to the Baltimore City Planning Commission. An informational presentation is scheduled for Thursday, August 28, at 12:00 PM, on the 8th floor of 417 E Fayette St. A subsequent meeting for an adoption vote and public testimony before the Planning Commission will take place on Thursday, October 9, also at 12:00 PM, at the same location. Those unable to attend in person can submit comments via email to info@bdowntownbaltimorerise.com. The full Master Plan document and additional information can be accessed online at http://www.DowntownBaltimoreRISE.com. The plan is slated for review, public comment, and potential adoption by the Baltimore City Planning Commission in the coming weeks, at which point it will officially become a City-led Master Plan.
