U.S. Customs and Border Protection (CBP) officers at Washington Dulles International Airport have intercepted a significant quantity of marijuana destined for the United Kingdom, leading to the arrest of a traveler from Atlanta. This incident marks the second such seizure within a three-day period at the airport. The Metropolitan Washington Airports Authority (MWAA) Police Department took Octavious Lamar Dozier, a 27-year-old resident of Atlanta, into custody on August 5. He faces felony charges for transporting a controlled substance into the Commonwealth and possession with intent to distribute.

Dozier was attempting to board a flight bound for Dublin, Ireland, with onward travel planned for Leeds, England. During the inspection of checked baggage being loaded onto the aircraft, CBP officers discovered multiple vacuum-sealed packages concealed within a hard-sided suitcase. Dozier was subsequently intercepted at the departure gate and escorted with the suitcase to a CBP inspection station for a more thorough examination. The suitcase contained 14 vacuum-sealed packages, and field tests confirmed the presence of marijuana. The total weight of the seized marijuana was approximately 23 pounds, with an estimated street value of $90,000, a value that could potentially double or triple in the European market due to varying potency levels.

This interdiction follows a similar event on August 3, where CBP officers at Dulles Airport discovered approximately 59 pounds of marijuana in the checked baggage of a woman traveling to Frankfurt, Germany. CBP is observing a trend where criminal organizations are increasingly utilizing passenger baggage and express air cargo to transport marijuana to Europe, where it can yield substantial profits. It is important to note that while some U.S. states have decriminalized marijuana, its possession and use remain illegal under federal law. Federal statutes also prohibit the transportation of marijuana across state lines and its export from the United States. Following the seizure, Dozier and the confiscated marijuana were handed over to MWAA Police officers.
