Leesburg, VA – The Leesburg Police Department is set to implement a new school zone speed safety program designed to enhance the safety of students, pedestrians, and drivers throughout the community. This state-authorized initiative, commencing on August 21, 2025, will utilize cameras to detect and record vehicles exceeding the posted speed limits during designated school hours. Initially, for the first 30 days, drivers caught speeding in these zones will receive a warning notice by mail. Starting September 22, 2025, violations will result in a $100 fine.

The program defines designated school hours as the specific times when school zone speed limits are in effect, as indicated by active flashing school zone signs. In alignment with Virginia law, these periods are strictly tied to the operation of these warning flashers, signaling either the arrival or dismissal of students. This measure ensures that enforcement is focused on times when school activity is most prevalent and pedestrian presence is highest.
The selection of camera locations was guided by a thorough data-driven analysis. This process involved examining vehicle speeds, overall traffic volume, and the frequency of pedestrian crossings. The chosen sites represent a diverse range of areas across Leesburg, with a particular emphasis on locations experiencing significant traffic, consistent speeding issues, and a notable presence of pedestrians, not exclusively at school crossings.
Specific enforcement sites for the program include areas around Ball’s Bluff Elementary on Battlefield Parkway NE, John W. Tolbert Jr. Elementary and Harper Park Middle School on Potomac Station Drive NE, and Loudoun County High School on Dry Mill Road SW and Catoctin Circle SW. The technology will capture images and video of any traffic violations, which will then be securely transmitted to the Leesburg Police Department. Each captured image and video will be meticulously reviewed by a Leesburg Police Officer to confirm the violation before any official notice is dispatched to the vehicle’s registered owner.
This program is intended to supplement existing school zone enforcement efforts conducted by police officers, providing a consistent technological layer to encourage safer driving behaviors in areas frequented by vulnerable road users. The goal is to create a more secure environment for all members of the Leesburg community, particularly during times when children are most likely to be present. Residents are advised to be aware of the new enforcement measures and to adhere strictly to posted speed limits in school zones, especially when flashing lights are active. Further information, including frequently asked questions, is available through the Leesburg Police Department’s official channels.
