A longtime U.S. Army civilian based in Frederick County has received one of the Army Medical Department’s highest honors for her work ensuring medical readiness for troops worldwide. According to a press release from the U.S. Army Medical Logistics Command, Liz Serra, deputy director of the Medical Materiel Agency’s Distribution Operations Center, was inducted into the prestigious Order of Military Medical Merit (O2M3) on July 10.

Serra’s role is crucial to the Department of Defense’s medical operations. She oversees the coordination and distribution of vaccines including anthrax, smallpox, and influenza, as well as temperature-sensitive medical supplies. In fiscal year 2024 alone, she directed the distribution of over $78 million worth of vaccines. Her team is responsible for not only logistics but also managing quality control alerts and recalls across the military’s medical supply chain, helping prevent the use of compromised equipment.

A former Army medic herself, Serra began her civilian service at the Distribution Operations Center in 2016. She currently leads a team of ten staff—three Army civilians and seven contractors. Under her leadership, the center played a significant role in pandemic response efforts and continues to support global medical logistics for U.S. service members. Her O2M3 recognition highlights years of contributions that have directly impacted the health and safety of military personnel.
