On July 7, a 22-year-old U.S. citizen attempted to enter the United States at the Hidalgo International Bridge in a 2022 Chevy Traverse. During a secondary inspection, CBP officers discovered the parrots concealed in a bag. The birds were not declared, as required under federal law regulating the importation of protected wildlife.
The intercepted parrots are safeguarded under international and U.S. regulations, including the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and the Centers for Disease Control and Prevention, which oversees animal importation due to potential health risks. Transporting such animals without proper declaration or permits can carry serious penalties, including arrest and vehicle confiscation.

The arrested driver now faces federal charges as Homeland Security Investigations and the U.S. Fish and Wildlife Service pursue the case. Texas Game Wardens transferred the seized parrots to the Gladys Porter Zoo in Brownsville, where they are being cared for.
