A review by the Government Accountability Office (GAO), made public on July 8, found that while DOD has prioritized partnerships with foreign allies through its space operations strategy, execution has fallen short. Key units within the U.S. Space Force lack adequate personnel to effectively plan and carry out joint activities. The GAO also identified overlapping responsibilities among different DOD agencies, leading to confusion among foreign officials trying to coordinate with the United States.
In addition to staffing and structural problems, the report noted that the DOD has not set specific implementation milestones for its goals to integrate partners into space operations. Without clearly defined timelines and accountability measures, the strategic objective of building a unified front in space could remain stalled.

Foreign counterparts interviewed by the GAO described difficulties identifying the appropriate U.S. contacts, revealing broader concerns about communication breakdowns. This lack of clarity has reportedly led to missed opportunities for joint efforts and diminished the efficiency of international cooperation on space security.
To address the issues, the GAO issued three recommendations: setting firm milestones for partnership integration, assessing and mitigating staffing risks within the Space Force, and issuing clearer guidance on interagency roles. The DOD agreed with two of these but did not concur with the recommendation related to issuing new guidance on roles and responsibilities.
