Dr. Dzirasa brings extensive experience in healthcare and municipal leadership, including prior service as Baltimore’s Health Commissioner and a former tenure in the same deputy mayor role. Her background includes clinical training at Johns Hopkins Hospital and leadership positions with Baltimore Medical System and Fearless Solutions, where she managed healthcare IT projects. Her return signals continued advocacy for equitable access to health and human services across city neighborhoods.
Merrill, who had temporarily stepped in to lead agencies tied to health and community wellbeing, will now concentrate on mayoral operations and external partnerships. His portfolio includes collaboration with the Enoch Pratt Library and City Schools, and he is expected to support ongoing initiatives in youth programs and community engagement developed during his interim role.
