A Romanian national has been indicted by a federal grand jury for charges related to wire fraud and aggravated identity theft involving the Supplemental Nutrition Assistance Program (SNAP). The allegations detail the illegal use of stolen SNAP Electronic Benefits Transfer (EBT) card information to fraudulently obtain goods worth thousands of dollars from retail stores in Pennsylvania.

The indictment, announced by the U.S. Attorney’s Office for the Middle District of Pennsylvania, states that 33-year-old Ionut Popovici conducted unauthorized transactions at Sam’s Club locations in Harrisburg and Mechanicsburg over a two-day period in March 2023. Authorities allege that Popovici utilized the stolen information to make substantial purchases, exploiting SNAP benefits meant for low-income individuals to buy groceries and food items.
The case is being handled by Assistant U.S. Attorney David C. Williams and was investigated by the United States Secret Service in collaboration with the United States Department of Agriculture’s Office of Inspector General. These efforts are part of Operation Take Back America, a Department of Justice initiative aimed at combating illegal immigration, dismantling cartels and transnational criminal organizations, and enhancing community safety. The operation consolidates resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

If convicted, Popovici faces a maximum sentence of 20 years in prison, along with a term of supervised release and possible financial penalties. Sentencing will be determined by a judge based on federal sentencing statutes and guidelines.
