A Bradford County man has been sentenced to 14 years in federal prison following a child exploitation investigation that revealed thousands of illicit images and videos, as well as evidence of distribution through encrypted messaging platforms.
Jay Holloway, 37, was sentenced to 168 months in prison by Chief U.S. District Judge Matthew W. Brann in Scranton. The sentencing follows a May 2023 search of Holloway’s residence by the Pennsylvania State Police and the Pennsylvania Office of Attorney General. Authorities recovered numerous digital devices, which were later found to contain over 3,000 images and nearly 1,000 videos of child pornography.

Investigators determined that Holloway had used Telegram, an encrypted messaging app, to distribute the material to others. The investigation was led by Homeland Security Investigations–Philadelphia Division, in cooperation with state law enforcement and the Pennsylvania Attorney General’s Child Predator Section.
Prosecution in the case was handled by Assistant U.S. Attorney Tatum Wilson. The case falls under the Department of Justice’s Project Safe Childhood initiative, a national program launched in 2006 to combat child sexual exploitation by coordinating efforts among federal, state, and local agencies.
