A New York City man has been sentenced to more than three years in federal prison after embezzling nearly $900,000 from programs intended to provide meals for low-income children and adults. The sentencing marks the conclusion of a multi-year federal investigation into misuse of funds meant to support nutritional assistance through government programs.

Darrell Devonish, 53, operated a nonprofit organization named Rebuilding Better Communities, which obtained over $1 million in federal funds from the Pennsylvania Department of Education between February 2017 and August 2019. The funds were allocated under the Child and Adult Care Food Program and the Summer Food Service Program—initiatives funded by the USDA to address food insecurity among vulnerable populations.
Rather than applying the money to its intended purpose, Devonish diverted $883,518.33 to finance a luxury lifestyle. According to federal prosecutors, he used the funds to purchase more than $175,000 in jewelry, over $45,000 in vehicle-related expenses for a 2015 Mercedes S550 and a 2018 Jeep Wrangler, as well as significant amounts on designer clothing, liquor, and international travel. Cash withdrawals alone totaled more than $220,000.

On May 8, 2025, U.S. District Judge Jennifer P. Wilson sentenced Devonish to 41 months in prison and ordered full restitution of the misused funds. The USDA’s Office of Inspector General led the investigation, with prosecution handled by Assistant U.S. Attorneys David C. Williams and Samuel S. Dalke.
