A Prince George’s County man has admitted in federal court to distributing a significant quantity of fentanyl following an investigation led by federal and local authorities. Roddrick Navara Shelby, 48, of Laurel, Maryland, entered his guilty plea in connection with sales of over 150 grams of fentanyl-laced pills disguised as prescription medication. He now faces a mandatory minimum prison sentence.

The investigation began in November 2024 when the Drug Enforcement Administration and the Montgomery County Police Department initiated surveillance and undercover operations targeting Shelby. Over the course of the investigation, Shelby sold a confidential informant approximately 1,471 counterfeit “M30” pills, commonly mistaken for oxycodone, but confirmed to contain fentanyl. The purchases occurred across three separate transactions and amounted to more than 150 grams of fentanyl in pill form.
Authorities executed a search warrant at Shelby’s home and vehicle on March 20, 2025. During the search, they uncovered several items associated with narcotics distribution, including three digital scales with suspected drug residue and small baggies likely containing cocaine. In addition to drug paraphernalia, law enforcement discovered ammunition and gun magazines. Shelby, who has a prior conviction, is legally barred from possessing any firearms or ammunition.

Shelby pleaded guilty to distributing 40 grams or more of fentanyl and now awaits sentencing, which is scheduled for July 15, 2025, at 10 a.m. in federal court. He faces a statutory minimum sentence of five years in prison and up to 40 years. The case is being prosecuted by Assistant U.S. Attorneys Megan S. McKoy and Elizabeth Wright. Authorities emphasized the ongoing commitment to addressing fentanyl trafficking in Maryland and the dangers posed by counterfeit pills laced with the synthetic opioid.
