The initiative aimed to disrupt schemes where criminals exploit the system by stealing benefits from electronic benefit transfer (EBT) cards, depriving low-income Americans of vital food support.

Led by Acting Deputy Under Secretary for Food, Nutrition, and Consumer Services John Walk, the USDA’s Special Investigations Unit worked with federal law enforcement to identify and intervene in operations using skimming devices and cloned point-of-sale terminals. Investigations revealed that international crime rings are deeply involved in these schemes, with stolen funds being diverted overseas. The scale of the theft has grown substantially in recent years, prompting heightened enforcement efforts.
This week’s enforcement activities, centered in southern California, mark the largest initiative of its kind in Secret Service history to combat EBT fraud. Over 100 locations, including SNAP-authorized retailers, were surveilled by the El Camino Real Financial Crime Task Force. These actions resulted in multiple arrests and the seizure of valuable evidence linked to illicit activities. The USDA emphasized that retail-level SNAP fraud not only undermines public trust but channels U.S. taxpayer dollars into criminal enterprises.
