A federal grand jury has indicted a Franklin County couple on multiple charges related to the sexual exploitation of children and drug trafficking. The indictment alleges that between June 2023 and March 2024, Sean Banks, 55, and Asheyla Barbour, 31, were involved in producing explicit videos involving minor victims, while also engaging in the distribution of controlled substances including fentanyl, cocaine, and marijuana.

According to the U.S. Attorney’s Office for the Middle District of Pennsylvania, Banks is accused of creating videos that depict child sexual exploitation, while Barbour is charged with permitting minors to engage in such conduct. Both individuals face charges related to the distribution and receipt of child pornography. Authorities also allege that the pair intended to distribute significant quantities of illegal drugs from their Franklin County residence.
The charges stem from an investigation conducted by the Pennsylvania State Police and Homeland Security Investigations. The prosecution is being led by Assistant U.S. Attorney Stephen Dukes. The case is part of Project Safe Childhood, a Department of Justice initiative focused on preventing child exploitation through collaborative enforcement and victim recovery.

If convicted on the most serious charges under Title 18 of the United States Code, the defendants could each face a maximum of 30 years in prison per count, with mandatory minimums of 15 years. Final sentencing would be determined by a federal judge based on statutory and guideline considerations. It is important to note that all charges are currently allegations, and both defendants are presumed innocent unless proven guilty in court.
