Amber Greene has been named the new Director of the Office of Equity and Civil Rights (OECR) in Baltimore, a move announced by Mayor Brandon M. Scott on Thursday. In addition to her executive work, Greene has been influential in crafting federal strategies to broaden access to higher education, particularly in response to legal challenges to affirmative action. Her advocacy has supported Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities, and Hispanic Serving Institutions, along with increasing access to federal research and contracting resources.

As OECR Director, Greene will lead efforts to embed equity into city policy, conduct civil rights investigations, and enhance collaboration between city agencies and community organizations. Her academic credentials include a bachelor’s degree from SUNY New Paltz and a master’s in public policy from Princeton University.
