Amber Greene has been named the new Director of the Office of Equity and Civil Rights (OECR) in Baltimore, a move announced by Mayor Brandon M. Scott on Thursday. Greene, a national leader in public policy and equity advocacy, steps into the role with extensive experience in racial and economic justice at all levels of government.

Before her appointment, Greene served as the Acting Special Representative for Racial Equity and Justice at the U.S. Department of State. In that position, she worked to embed equity within American foreign policy and diplomacy. Her previous role in the White House Domestic Policy Council as Special Assistant to the President saw her overseeing the implementation of federal racial and economic justice initiatives, including guiding aspects of the Biden-Harris Administration’s Investing in America agenda.
Throughout her career, Greene has held leadership roles in local, state, and federal government, addressing issues from food insecurity in schools to equity in federal contracting. She has consistently prioritized community-centered policy development, often during high-stakes political and social moments.

In addition to her executive work, Greene has been influential in crafting federal strategies to broaden access to higher education, particularly in response to legal challenges to affirmative action. Her advocacy has supported Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities, and Hispanic Serving Institutions, along with increasing access to federal research and contracting resources.
As OECR Director, Greene will lead efforts to embed equity into city policy, conduct civil rights investigations, and enhance collaboration between city agencies and community organizations. Her academic credentials include a bachelor’s degree from SUNY New Paltz and a master’s in public policy from Princeton University.
