Of the original 13 recommendations issued in June 2024, the State Department has acted on two, notably by fully implementing its Information Security Continuous Monitoring program. The remaining recommendations continue to address persistent challenges, including insufficient monitoring of foreign assistance programs, weaknesses in data quality, and non-compliance with congressional reporting mandates.

The two newest recommendations, identified in April 2025, maintain the total number at 13, reinforcing the GAO’s message that persistent attention is necessary. The additional guidance reiterates the need for improved training across department functions and a more strategic approach to planning and managing overseas real estate assets.
