The move reflects a continued push by federal officials to align the administration of SNAP with goals of increasing employment and reducing reliance on public assistance.

The memorandum, distributed to all state agencies overseeing SNAP, clarifies the limited conditions under which states may seek waivers for work requirements. Under current law, the Secretary of Agriculture may only grant these waivers if an area has an unemployment rate above 10% or lacks sufficient jobs. The Department cautioned that too many states have previously sought waivers outside of these bounds, prompting a call for stricter adherence to statutory guidelines.
The message also aligns with changes made under the Fiscal Responsibility Act of 2023, which amended the Food and Nutrition Act of 2008 to highlight the importance of employment and earnings among SNAP recipients. The legislation underscored efforts to promote self-sufficiency and reduce long-term dependency on federal assistance by conditioning benefits on fulfilling work-related obligations.

The Department’s Food and Nutrition Service (FNS) reaffirmed its commitment to assist states in the waiver review process while maintaining integrity in SNAP administration. It plans to evaluate the effectiveness of current regulations and ensure that all exemptions granted to ABAWDs are in full compliance with existing law. The agency stated that future support will prioritize career and technical education, work experience, and volunteer efforts as viable pathways to meeting requirements.
