U.S. Customs and Border Protection (CBP) has launched a new initiative aimed at improving the flow of international travelers and enhancing security measures at U.S. airports. The International Remote Baggage Screening (IRBS) program enables CBP officers to remotely inspect checked baggage from overseas airports before international flights arrive in the United States. This move is intended to minimize the need for passengers to re-check their luggage for connecting flights, unless flagged for further inspection.

The IRBS process allows CBP personnel to view the same x-ray images of checked luggage taken at foreign airports and evaluate them before the aircraft lands. This proactive step is designed to identify security concerns earlier and streamline the baggage handling process upon arrival. The new screening procedure does not alter current TSA screening requirements for checked baggage but complements them by providing CBP earlier access to screening data.

Initial implementation is taking place in partnership with American Airlines, specifically on the carrier’s daily route from Sydney International Airport to Los Angeles International Airport. The program is scheduled to become operational on April 9, 2025. CBP plans to expand the initiative to additional routes and airline partners in the future as part of its ongoing airport modernization strategy.
