The report finds that an increase in storm activity and expanded responsibilities have put a strain on these agencies, leading to missed mission requirements. It recommends steps to improve coordination, staffing, and aircraft maintenance to ensure critical weather data continues to be collected effectively.

Since 2014, the demand for Hurricane Hunter operations has grown, particularly for winter reconnaissance missions, as NOAA and the Air Force have been tasked with monitoring Pacific storms that impact the U.S. West Coast. However, both agencies have struggled to meet these demands due to aircraft maintenance issues and staffing shortages. The GAO found that neither agency has systematically tracked the reasons for missed missions, making it difficult to identify and address specific gaps in operations. Officials also cited challenges in upgrading and replacing aging aircraft, further complicating their ability to meet mission objectives.
NOAA currently operates two Lockheed WP-3D Orion aircraft for hurricane reconnaissance, while the Air Force Reserve Command contributes with WC-130J aircraft. The GAO report notes that NOAA is planning to replace three aging planes with six new aircraft, and the Air Force has identified technology upgrades for its fleet. However, the agencies lack a structured communication mechanism to align these investment decisions, leading to potential inefficiencies in resource allocation.

The GAO issued eight recommendations to address these challenges, including systematically tracking data on missed mission requirements, conducting workforce assessments, and improving interagency communication. Both NOAA and the Air Force agreed with these recommendations, signaling a potential shift toward more coordinated and efficient Hurricane Hunter operations in the future.
