Jian Zhao and Li Tian, both stationed at Joint Base Lewis-McChord, along with former soldier Ruoyu Duan, face a range of charges. Tian and Duan were charged in Oregon for conspiring to commit bribery and theft of government property. Zhao was charged in Washington for conspiring to obtain and transmit national defense information, along with bribery and theft of government property. The allegations include sharing sensitive U.S. Army operational capabilities and technical manuals, as well as attempting to sell classified information, including details on U.S. military readiness and weapons systems, to individuals in China.

The District of Oregon indictment claims Tian and Duan engaged in a conspiracy from late 2021 through December 2024 to gather and transmit sensitive military information, including data on the Bradley and Stryker fighting vehicles. In exchange for money, Tian allegedly provided Duan with this sensitive information, violating his duties as an active-duty officer. Meanwhile, Zhao is accused of conspiring to sell classified hard drives and an encryption-capable computer stolen from the U.S. government, allegedly receiving at least $15,000 in total for the sensitive information.

The FBI and U.S. Army Counterintelligence Command led the investigation. The case is being prosecuted by Assistant U.S. Attorneys Geoffrey Barrow and Katherine Rykken for Oregon, and Trial Attorneys Christopher Cook and Yifei Zheng from the National Security Division’s Counterintelligence and Export Control Section. All defendants remain presumed innocent until proven guilty in a court of law.
