U.S. Border Patrol agents, along with law enforcement partners, intercepted a small vessel carrying five migrants from Russia and the Dominican Republic off the west coast of Puerto Rico. The operation took place on February 28, approximately five nautical miles from Aguadilla, when agents at the Ramey station detected a suspected smuggling vessel traveling without navigation lights.

The Puerto Rico Police FURA marine unit and the U.S. Coast Guard assisted in stopping the 15-foot yola boat, which was equipped with two outboard engines. Authorities found three men from the Dominican Republic, a Russian man, and a Russian woman on board. Biometric checks revealed that one of the Dominican migrants was a previously deported felon.

Ramey Border Patrol agents arrested David Mota-Castillo, the previously deported Dominican national, who appeared before the U.S. District Court on charges of illegal reentry. The Russian nationals were transferred to Homeland Security Investigations for further processing and removal. The Ramey Sector, which oversees Puerto Rico and the Virgin Islands, is the only Border Patrol sector located outside the continental U.S.
