Under the order, federal agencies are tasked with identifying and curtailing funding for K-12 programs that promote “discriminatory equity ideology” or “gender ideology.” The policy defines these terms broadly, targeting educational practices that categorize individuals based on race, gender, or national origin in ways deemed to undermine merit and personal agency. The order also directs agencies to enforce federal laws such as Title VI of the Civil Rights Act, Title IX, and the Family Educational Rights and Privacy Act (FERPA) to ensure compliance with its provisions.
The executive order also includes measures to prevent schools from engaging in “social transition” practices for minors without parental involvement. It instructs the Department of Justice to coordinate with state attorneys general to pursue legal action against school officials who facilitate these transitions without parental consent. Additionally, the order mandates a strategy for eliminating federal funding for activities related to these policies in K-12 institutions, including curriculum, teacher training, and extracurricular programs.
