Northrop Grumman, headquartered in Melbourne, Florida, will serve as the prime contractor, integrating advanced TACAMO mission systems, including Collins Aerospace’s Very Low Frequency system, into Lockheed Martin’s C-130J-30 airframes. The contract encompasses three Engineering Development Models, options for three System Demonstration Test Articles, and up to six production aircraft in the initial lot. Collins Aerospace and Lockheed Martin will act as subcontractors to support system integration and airworthiness.
This project is part of a broader nuclear modernization effort that includes new ballistic missile submarines, the B-21 Raider bomber, and the Sentinel ground-based intercontinental ballistic missile system. The E-130J will ensure reliable communication between U.S. leadership and its nuclear forces, even in the event of ground-based communication disruptions.

The Navy’s Airborne Strategic Command, Control, and Communications Program Office (PMA-271), based at Naval Air Station Patuxent River, Maryland, is overseeing the acquisition. PMA-271 emphasized that the competitive selection process prioritized technical approach and cost-effectiveness, with proposals submitted earlier this year. Development efforts with Northrop Grumman begin immediately.
The E-6B, which the E-130J will replace in the TACAMO role, currently serves as a strategic airborne command post and communication relay. The aircraft ensures survivable command and control for nuclear operations and supports both the TACAMO and Looking Glass missions.
