It addresses concerns about previous administrations’ bureaucratic hurdles that slowed AI adoption and created vendor dependencies. The memorandum stresses the importance of leveraging AI to ensure the U.S. maintains a decisive advantage against competitors who are developing and deploying their own AI and autonomous technologies, often with less regard for human oversight or civil liberties. The administration plans to ensure that those safeguarding the nation are equipped with the most sophisticated and secure AI tools, available when critically needed. This includes efforts to streamline procurement, establish a secure and resilient supply chain, and collaborate with the private sector and academia to secure top technical talent and provide necessary training for warfighters.

NSPM-11 establishes four key pillars guiding the administration’s approach to AI in national security: Adoption, Adaptation, Assurance, and Accountability. Under the Adoption pillar, the national security enterprise is directed to identify mission areas where AI can improve effectiveness and remove deployment barriers, while actively partnering with industry to make advanced AI models accessible. The Adaptation pillar encourages leveraging cutting-edge commercial and open-source AI technologies from diverse suppliers, allowing for customization or internal development when commercial solutions are not suitable due to security or mission limitations. The Assurance pillar mandates that all adopted AI technologies be reliable, robust, steerable, and controllable, operating in compliance with laws and policies. Crucially, this pillar includes measures to prevent commercial entities or adversaries from disabling or modifying AI systems that U.S. personnel rely upon. Rigorous testing, evaluation, validation, and verification are also required to ensure the confidentiality, integrity, reliability, availability, and interoperability of these systems. The Accountability pillar unequivocally states that AI shall not be used for censorship, ideological bias, or unauthorized surveillance. Its use must consistently uphold American civil liberties, constitutional protections, and privacy rights, with commanders and agency heads held responsible for ensuring compliance.

In line with these directives, several policy updates are mandated. Within 90 days, the Secretary of War is to update DOD Directive 3000.09 on Autonomy in Weapon Systems. The memorandum also directs agencies to terminate contracts with companies that demonstrate a pattern of conduct inconsistent with the outlined AI policies, though a waiver process for critical national security needs is provided. Furthermore, within 90 days, new policies for AI governance in national security systems are to be issued, aligning with existing non-national security AI governance frameworks. A classified annex is also to be provided within the same timeframe. Agency heads are required to update all relevant policies to reflect the memorandum’s guidance and review them annually. This new memorandum rescinds and replaces National Security Memorandum-25.

Beyond policy updates, the administration is focusing on advancing national security capabilities through AI. Within 120 days, procurement processes are to be reviewed and updated to expedite the onboarding of advanced AI models from multiple vendors. A joint roadmap is to be developed within 90 days to ensure adequate access to advanced computing resources, including the commissioning of AI computing facilities and the establishment of an AI test range. Partnerships with private-sector companies will be forged to secure cutting-edge AI technologies, including joint threat intelligence sharing and R&D. The Department of Energy will also work to apply AI to national security missions, and the Director of National Intelligence will prioritize the collection and analysis of foreign AI technologies that pose a threat. Within 120 days, joint AI data and model exchanges are to be initiated.

To build capacity for AI adoption, agencies are directed to utilize special hiring and pay authorities to accelerate the recruitment of AI talent. Within 120 days, efforts will commence to establish an AI National Security Strategic Reserve of non-governmental AI talent. An AI for National Security Curriculum will also be developed and implemented within 120 days to train relevant personnel on AI systems and the current AI landscape. Research and development of technologies enhancing AI reliability, robustness, steerability, and controllability will be prioritized. Finally, within 120 days, a joint strategy for AI risk management and assurance will be developed, along with standardized AI national security Test, Evaluation, Verification, and Validation methodologies.
