The Federal Emergency Management Agency (FEMA) is administering these funds, which will support critical recovery work. The commitment to North Carolina’s recovery has been substantial since early 2025, with FEMA reportedly providing over $380 million in Public Assistance and $2 billion for debris removal, contributing to a total of $3 billion since Hurricane Helene. These efforts represent one of the largest debris removal missions undertaken by the agency. Beyond infrastructure, North Carolina residents have also received substantial direct aid, with $509 million in direct assistance, $209.4 million through National Flood Insurance Program (NFIP) claims, and housing support for nearly 6,000 households.

Key allocations from this new funding package include $35.4 million designated for the North Carolina Department of Transportation to address road repairs. The City of Asheville will receive $10.7 million, and Buncombe County has been allocated $4.6 million. FEMA is providing these reimbursements at a minimum of a 90% federal cost-share through its Public Assistance program, which is designed to fund the response and recovery activities undertaken by state and local governments. Since the beginning of 2025, close to $390 million in Public Assistance reimbursements have been approved to support North Carolina’s continued recovery from the storm.
