The Department of Homeland Security (DHS) has announced the termination of two additional Federal Emergency Management Agency (FEMA) employees for engaging in sexually explicit conduct using government equipment and facilities. These recent findings, uncovered by the DHS Insider Threat Program (ITP), add to previous instances of misconduct within the agency and highlight concerns regarding the misuse of sensitive government resources. The employees involved have been fired following investigations into their use of official devices for inappropriate online activities.

The ITP’s investigation revealed that one FEMA employee utilized their government-issued equipment to send graphic messages to an individual believed to be in the Philippines, accessed through Facebook Messenger via the FEMA network. According to the findings, these communications contained explicit sexual content and referenced plans for a future visit to the individual overseas. This case is particularly concerning as it occurred at the Mount Weather Emergency Operations Center, the same facility where two other FEMA employees were recently dismissed for similar offenses involving the abuse of government systems during work hours.
A separate investigation identified another FEMA employee who, over a two-day period, accessed an adult website using an official government workstation. This employee reportedly engaged in multiple graphic conversations and, in one instance, uploaded an image of male genitalia to an online sex platform. Officials confirmed that all of this activity took place during regular work hours and originated from a FEMA-assigned device connected to an unclassified FEMA network.
In response to these repeated incidents, DHS is conducting comprehensive reviews of FEMA’s network activity and employee conduct. The department is examining existing internal policies, current network monitoring protocols, and security clearance procedures. These reviews are intended to ensure that no employee exploits their access or betrays public trust through inappropriate actions. The terminations underscore the ongoing efforts by DHS to maintain the integrity and security of its systems and personnel.
