U.S. Department of Homeland Security (DHS) Secretary Kristi Noem has announced the termination of several Federal Emergency Management Agency (FEMA) employees due to the inappropriate use of government-issued devices. The investigation into these employees’ conduct revealed not only the consumption of explicit material during work hours but also indicated a broader pattern of misuse, with nearly half of FEMA’s workforce reportedly accessing social media platforms while on duty.

The individuals dismissed were stationed at the Mount Weather Emergency Operations Center. The DHS initiated its investigation after discovering that employees were utilizing their government devices for personal activities, including accessing sexually explicit content. In at least one documented instance, the material involved racially charged themes and bestiality, raising significant concerns about the employees’ judgment and the nature of their online activities. This action is part of a broader effort to reform FEMA and ensure its workforce is dedicated to its core mission of safeguarding the public from emergencies and natural disasters.
During the course of the inquiry, specific incidents of misconduct were identified. On July 12, 2025, the DHS’s Insider Threat Operations Center (ITOC) flagged an employee who used government devices to input explicit phrases into a chatbot, requesting that the comments be recited back in various accents. Subsequently, on August 1, 2025, the ITOC identified a government contracted employee at the same command center who accessed Reddit.com 578 times within a 30-day period. This individual was found to be engaged in extensive online interactions, viewing explicit sexual content on his work devices, and on multiple occasions used his government computer to chat with others about graphic photographs and videos. DHS maintains an active stance in investigating device misuse across the agency to prevent the abuse of federal equipment and the potential sharing of classified or sensitive information.
