The U.S. Air Force’s extensive review of the U.S. Space Command’s headquarters location has revealed persistent gaps in decision-making processes, despite efforts to strengthen future basing strategies. Although the reevaluation reaffirmed Redstone Arsenal in Huntsville, Alabama, as the Air Force’s preferred choice, the Department of Defense (DOD) ultimately confirmed Colorado Springs, Colorado, as the permanent location in mid-2023. However, operational and infrastructure challenges continue to affect the Command’s long-term sustainability.

From May 2022 to June 2023, the Air Force followed a three-phased process to reevaluate the headquarters decision, addressing recommendations from the Government Accountability Office (GAO) and DOD’s Office of Inspector General. This reevaluation included an analysis of basing requirements, selection criteria, cost implications, and advice from senior officials. While the process incorporated elements of 11 best practices from GAO’s “Analysis of Alternatives” (AOA) framework, GAO found that deficiencies persisted. In response, the Air Force introduced new strategic basing guidance in March 2024 aligned with AOA best practices.
The operational landscape for U.S. Space Command has evolved significantly, with the Command reaching full operational capability in December 2023, nearly two years ahead of projections. Despite this progress, officials reported ongoing personnel, facilities, and communication challenges at the current Colorado Springs location. They emphasized the need for colocation with operational space missions and centers, but highlighted that the existing infrastructure is unsustainable without significant new military construction to support future operations.

In January 2021, Redstone Arsenal was announced as the Air Force’s preferred permanent location, but GAO’s 2022 findings criticized the initial selection process for not adhering to AOA best practices. The latest GAO review confirms that while improvements have been made, further efforts are necessary to ensure transparent and credible decision-making for basing critical military commands.
