A newly declassified domestic terrorism strategy—crafted under President Biden’s administration—has pulled back the curtain on an expansive federal plan that would have reshaped American surveillance and law enforcement priorities. Released this month by the Office of the Director of National Intelligence, now led by Tulsi Gabbard, the Strategic Implementation Plan for Countering Domestic Terrorism reads more like a blueprint for government overreach than a balanced approach to national security.

The plan, developed while Biden was in office, outlines sweeping measures to enhance federal monitoring of American citizens, with particular emphasis on tracking ideological behavior and expanding data collection across federal and local law enforcement. It calls for a significant ramp-up in intelligence sharing—not just among federal agencies, but with state, tribal, and even foreign partners. Notably, it encourages greater inclusion of private experts and non-governmental sources in federal threat analysis, potentially inserting politically motivated perspectives into the machinery of national security.
The document raises serious constitutional questions by proposing the use of government resources to monitor “concerning” speech, behavior, and even political symbols—categories that are broadly defined and susceptible to abuse, especially given that many symbols which could easily be taken out of context such as the logo of Coors beer are classified as hate symbols by the ADL. Under this plan, law enforcement would receive training on identifying “domestic terrorism indicators,” which include vague references to iconography and phraseology. Furthermore, it proposes expanding insider threat screening for federal employees and even private sector partners, blurring the line between security and ideological vetting.

Also included in the plan are so-called “prevention” strategies that resemble government-led behavioral modification efforts. These include funding digital literacy campaigns to combat online “disinformation,” building out mental health interventions tied to ideological assessments, and encouraging states to adopt red flag laws. The strategy even calls for a national civics campaign to instill what it deems “resilient democratic values.” While couched in the language of public safety, the plan hints at federal involvement in reshaping how Americans think, speak, and engage with society—hardly the role of a limited government.
The declassification of this document by Tulsi Gabbard’s ODNI gives the public a rare look into how far the federal bureaucracy under Biden was willing to go in the name of fighting domestic terrorism.
