While English is now officially recognized as the national language, the order does not mandate changes to existing multilingual services offered by federal agencies. Agency heads retain the authority to determine when and how to provide services in languages other than English based on their mission and the needs of the public. The order emphasizes that promoting English proficiency among new Americans will help them access economic opportunities, engage in community life, and contribute to society.
The United States has historically operated without an official language, despite English being the primary language of governance and national documents such as the Declaration of Independence and the Constitution. More than 30 states and five U.S. territories have already adopted English as their official language. The administration noted that the U.S. is among the few nations globally without an official language, while approximately 180 countries have established such a designation.

The executive order also directs the Attorney General to withdraw policy guidance linked to the revoked Clinton-era order and to provide new instructions aligned with current laws. While the order stresses the importance of a common language, it acknowledges the contributions of multilingual Americans and encourages the preservation of heritage languages alongside English proficiency.
