Hagerstown Police Department has released two sets of videos to RFHC regarding the ethics complaint against Councilmember Erika Bell. This video contains four different body camera views from the 7/27/2025 incident.

The first set of videos shows Councilmember Bell’s interaction with Hagerstown Police Department during a 7/27/2025 traffic stop on North Potomac Street/North Ave in which she was not a driver or passenger of the vehicle. During the traffic stop, the driver believed to be Terrance Murphy, refuses to provide a drivers license to HPD and instead provides a passport, insisting that you “don’t need a license to travel”. Mr. Murphy is then instructed to step out of the vehicle so that the vehicle can be towed, as he did not provide a valid driver’s license. Councilmember Bell walks to the scene of the traffic stop, identifies herself as a Councilmember, and begins questioning the officers regarding the stop. Ultimately, it’s established that Mr. Murphy has a valid West Virginia drivers license, and he is allowed to leave.
