Obviously Keedysville doesn’t have a direct dog in this fight, and I don’t plan to respond, just sharing the conversation as FYI (and please don’t share further). Since WCSO is co-located at the County EOC I assume you guys are getting what you need from them. I get both sides of the argument, force protection vs. HIPAA laws. The collective wisdom on this seems to be presuming everyone is exposed or contagious…but that wears thin when resources are scarce. Looks like PG County has a protocol in place to inform arriving officers if COVID is indicated at their destination. Like I said I don’t plan to respond, just sharing the conversation. In Prince George’s County, several of our Mayors, myself included, have signed-on to a letter to County and State arguing for release of that information. We have been denied that information on HIPA grounds. My directions to our police officers, however, has been that they need to proceed on the assumption that most of the people they will interact with have the virus but are asymptomatic. We have equipped them with basic PPEs – gloves, masks, goggles, and a Tyvek suit if they need it … and with procedures which will enable them to do their jobs while protecting themselves and the public. When engaging with the public, they are to wear their masks. Our first responders need to be approaching everyone as if they have the virus. Our police officers are dispatched through County dispatch, which has also implemented protocols intended to inform our arriving officers whether COVID-19 is indicated at their destination. That isn’t perfect, but it is more than we were given otherwise. Our County Office of Emergency Management and Police Departments have also shared much of the PPEs with the municipal first responders. That’s not to say there is an abundance of PPEs, however. Until we ramp up testing to the extent where people are being tested even without a doctor’s order (as many people who have tested positive for the virus are asymptomatic and even those with symptoms might still not have access to prompt testing opportunities), all of our first responders need to be treating everyone as if they have the virus. La Plata is running a vast majority of Town operations from the comforts of our home except for our Police Department who remain on the front line each day fighting this invisible war. With limited access to PPE, every day is a health risk for ALL of the First Responders and their families. It is my mission to do everything possible to protect the safety, health, and welfare of every First Responders in the State of Maryland during this pandemic. One way this can be achieved is by demanding that the County health departments share the addresses — but not names — of people who tested positive for COVID-19 with law enforcement officers and emergency responders so that they can be properly protected when responding to calls. Attached is a letter that I emailed to Secretary Neall, (Maryland Department of Health at robert.neall@maryland.gov), MEMA and Mayor Pantelides requesting this protocol be immediately put in place as another layer of protection for those on the front line.
